ANALYSES OF ELECTION SITUATION IN BANGLADESH.

The people of Bangladesh are very responsive & conscious in politics & casting votes where sometimes create conflicts, breaks discipline, create panic, violence etc. due to violation of rules & non-democratic behavior among the voters, supporters and even causes mal- practice & adopting unfair means in casting votes & presiding process. It’s a duty of the election authority & the law enforcement bodies to prevail or maintain the control over the miscreancles or mal- practices. However, the election observers exercise their rights to observe and make / present report whether the election event is completed through free & fair participation of the voters or affected by miscreancies or unfair menas on which they make reports on their impartial observation which may determine or ensure the acceptance or non – acceptance of the performed election.

Justification of Election Observation

The democracy conscious every national or citizen desires to elect their leader by casting votes, So that the elected leader can work for the interest of the people as well as the nation and therefore, the voters are always conscious of electing the right person/ leader & protect the access of unwanted person as leader by creating force, imposing decisions under interventions, interference or creating violence. The election which will be made within such situation cannot be accepted. The observation of the observer when finds the election fairly dope, is accepted by the community people. So, the election situation should be observed with the impartial judgment, so that we can have the right person as elected leader.

Objective of Election Observation

The objective of the election observation are:

  • To ensure democratic electrical system;
  • To protect adaptation of unfair menas;
  • To ensure voters right to cast votes as per their liking;
  • To find the satisfactory & dis satisfactory aspects of he election;
  • To ensure peaceful (without incident) situation for casting votes by all
  • To work for maintaining democratic electoral behavior.
  • To conserve the electoral transparency, reliability, trust & impartiality in election by election observers;
  • To learn proper electoral procedure & avoid improper procedure;
  • To collect the satisfactory & non – satisfactory electoral information;
  • To write the report of election observation information;
  • To make recommendations for the fair election & its better management;
  • To protect the influences of any person in casting his / her vote;
  • To assist the returning, presiding and other personnel in performing their duties;
  • To make interventions in mitigating any conflict that can hamper normal situation for casting votes & restoring peace.

To fulfill the purposes of the election observation, the following activities have been developed.

1. Recruitment of human resources:
The applicant organization MOSUS will conduct the city corporation election observation in 5 city Corporations (Dhaka, Sylhet, Barisal, Khulna & Gazipur) . Each area will be covered by 1 team leader as monitor & 5 election center observers. So fair 5 areas, 30 personnel will be assigned.

2. Training for the recruited or assigned personnel:
The volunteers or staffs to be recruited or assigned to perform the election observation duties to be provided with on job training before their assignments.

3. The training materials & materials for conducting election observation:
The training materials & materials for conducting election observation materials will be developed and distributed to the selected performers.

4. Monitoring & follow-up of election observation activities:
The team leaders will monitor & follow- up the election observer’s election/vote center observation during the election observer’s observation. Five teams leaders of areas will compile the election observation. Five team’s leaders of 5 areas will compile the election observational reports and financial reports to be submitted to the respective authorities for their satisfaction & future directions.

In this regard, the involved personnel will receive the costs like venurent, training cost, allowance, conveyance, vehicle rent, material cost, documentation cost, food costs. etc.

Similar Experience

The organization, MOSUS under the leadership of organizations Chairman Dr. M.d Golam Rahman Bhuiyan delivered the activities of the same nature of human right concerns since its inception 1997. Giving top priority on women & child rights preventing violation of rights, violence against women, providing legal aids to the victims of trafficking , early marriage, dowry, divorce, torture, sexual exploitation, Rapping, acid- burn, etc. covering a large number of victims ( 1642 in number) of such circumstances held in 12 districts of Bangladesh.

It is mention able that Dr. Md. Golam Rahman Bhuiyan on behalf of his own organization (MOSUS) conducted observation at national & Local level elections held at Bangldesh. Dr. Md. Gulam Rahman Bhuiyan also conducted a national election observation of Sutrapur, Kotwali holding the position of Coordinator under the sponsorship of FEMA during 1995.

He visited Nepal being invited to observe the national election of Nepal MOSUS, could be able to be a partner organization of BMSP who is the pioneer organization of election observation. Dr Md. Golarm Rahman Bhuiyan is the Vice President of BMSP. He obtained a registration infavour of MOSUS by the elecitn commission to render observation during any election held in Bangladesh including the Pourashava election of held in 2011.

7. Any incident will be protected & democratic rights will be practiced & preserved in electing and appropriate leader.

Experiences in using folk media similar events

Mosus has been using folk media for effective community mobilization in implement various social and human development program. Through the process Mosus has provided need based support to develop folk cultural groups (two) for visualizing issue based presentation on different program and tried to sensitize community to involve an dative participation, In addition another two popular theater groups are engaged and revitalized for thematic program like community led total Sanitation. Disability in development human rights. Community based disaster management, Improved Cook stove etc. Effective use of folk media created remarkable impact in implementing different challenging programs and project interventions.
