Analyses Of Election Situation In Bangladesh.

MOSUS is officially registered with the Election Commission of Bangladesh (Reg. No. নিকস/জঅ/স্থাঃ পঃ নিঃ-১(১)/২০১০/১৭০ (৬৪), dated January 2, 2011) to conduct election observation activities across the country. Bangladesh is a politically vibrant nation where citizens are highly responsive in casting their votes. However, elections often face challenges such as conflicts, discipline breaks, panic, violence, malpractice, and unfair means of voting. It is the duty of election authorities and law enforcement bodies to maintain order, but independent observation also plays a critical role. Election observers exercise their right to monitor the process and prepare impartial reports that assess whether elections are conducted freely, fairly, and without interference. Their findings help ensure transparency, accountability, and public trust in the electoral system. MOSUS undertakes election observation.

Objectives of Election Observation

The democracy conscious every national or citizen desires to elect their leader by casting votes, So that the elected leader can work for the interest of the people as well as the nation and therefore, the voters are always conscious of electing the right person/ leader & protect the access of unwanted person as leader by creating force, imposing decisions under interventions, interference or creating violence. The election that will be made within such a situation cannot be accepted. The observation of the observer when he finds the election fairly dope is accepted by the community people. So, the election situation should be observed with impartial judgment, so that we can have the right person as the elected leader.

a) To ensure a democratic electoral system;
b) To protect the adaptation of unfair means;
c) To ensure voters' right to cast votes as per their liking;
d) To find the satisfactory & dissatisfactory aspects of he eleciton;
e) To ensure a peaceful (without incident) situation for casting votes by all
f) To work for maintaining democratic electoral behaviour.
g) To conserve the electoral transparency, reliability, trust & impartiality in election by election observers;
h) To learn proper electoral procedure & avoid improper procedure;
i) To collect the satisfactory & non – satisfactory electoral information;
j) To write the report of election observation information;
k) To make recommendations for the fair election & its better management;
l) To protect the influence of any person in casting his / her vote;
m) To assist the returning, presiding, and other personnel in performing their duties;
n) To make interventions in mitigating any conflict that can hamper the normal situation for casting votes & restoring peace.

To fulfill the purposes of the election observation, the following activities have been developed.

Recruitment of human resources

The applicant organization, MOSUS, will conduct the city corporation election observation in 5 city corporations (Dhaka, Sylhet, Barisal, Khulna & Gazipur). Each area will be covered by 1 team leader as monitor & 5 election centre observers. So far, 5 areas, 30 personnel will be assigned.

Training for the recruited or assigned personnel

The volunteers or staff to be recruited or assigned to perform the election observation duties will be provided with on-the-job training before their assignments.

The training materials & materials for conducting election observation

The training materials for conducting election observation will be developed and distributed to the selected performers.

Monitoring & follow-up of election observation activities

The team leaders will oversee and follow up on the observers’ activities at polling centers during the election. Each of the five team leaders will compile detailed observation reports as well as financial statements. These consolidated reports will then be submitted to the respective authorities for review, satisfaction, and guidance for future improvements. All personnel involved in the process will be provided with necessary support, including coverage of venue expenses, training costs, allowances, conveyance, vehicle rental, materials, documentation, food, and other related costs.

  7. Any incident will be protected & democratic rights will be practiced & preserved in electing an appropriate leader.
